📘 Uttar Pradesh Consumer Identification & Verification Guide
The Consumer Search (CS) module is an operational reference utility enabling consumers, electricians, and field engineers across Uttar Pradesh to verify account numbers, feeder divisions, and smart meter statuses. This guide explains how electricity accounts are categorized and how to look up your details.
1. Understanding Uttar Pradesh Power Account Numbering
Over the past decade, the power distribution sector in UP has undergone major digital consolidation, resulting in several identifiers:
- 10-Digit Unified Consumer Account ID: The standardized identifier used across all five UP DISCOMs (MVVNL, PVVNL, PuVVNL, DVVNL, and KESCO). Required for online billing, smart meter mobile apps, and instant bill generation.
- 12-Digit Rural Account Number / Old KNO: Legacy identification number previously assigned to rural consumers. If you only possess your 12-digit rural slip, you can enter it into the "Old AcctNo / KNO" field to map your records to the modern 10-digit system.
- SCNO (Service Connection Number): The historical ledger code assigned by the local subdivision office, often stamped on older electromechanical disc meters or handwritten yellow index cards.
- Meter Badge Number: The manufacturer's laser-engraved serial number printed directly on the glass faceplate of your digital or smart meter (e.g., Secure, Genus, L&T, Schneider).
💡 Search Tip: You do not need to fill in every search field. Entering just a consumer's Name and partial Address, or simply their 10-digit Account ID, is sufficient to query the index.
2. Smart Prepaid Meter (SMPREPAID) Status & Daily Deductions
When you click on a consumer row in the search results, the portal executes a live status inquiry. For smart
prepaid consumers (tagged as SMPREPAID):
- Live Balance Readings: Displays your net available electricity balance. If the balance turns negative, it indicates that daily fixed charges or recent consumption have exceeded available recharge credits.
- Arrear & Installment Breakdowns: When consumers transition from postpaid to smart prepaid with unpaid balances, DISCOMs typically convert outstanding dues into daily automated installment deductions rather than demanding immediate lump-sum payment.
3. Consumer Grievance Redressal & Support Channels
If your search reveals incorrect sanctioned load, wrong name spelling, or inaccurate tariff codes, consumers have statutory rights under the UPERC Electricity Supply Code, 2005:
- Toll-Free 24/7 Helpline: Dial
1912from any phone within Uttar Pradesh for power failure, billing complaints, or smart meter assistance. - Sub-Divisional Office (SDO): The primary local executive officer responsible for load enhancement, meter verification, and bill revisions.
- Consumer Grievance Redressal Forum (CGRF): An independent quasi-judicial body established under Section 42(5) of the Electricity Act, 2003, for escalating unresolved billing or service disputes.
