📖 Electricity Bill Calculation Manual & Tariff Reference Guide

The BIJLI DARPAN Bill Calculator computes electric bills using approved tariff schedules established by the Uttar Pradesh Electricity Regulatory Commission (UPERC). This manual details the mathematical principles, tariff matrices, statutory duties, and regulatory formulas implemented by our calculation engine.

1. Core Mathematical Calculation Formulas

An electricity bill in Uttar Pradesh is determined by the summation of demand charges, tiered energy consumption, statutory taxes, and applicable adjustments:

  • Fixed Demand Charge (FC): Levied monthly to recover capital and capacity costs regardless of actual unit consumption.
Fixed Charge = Sanctioned Load (in kW or BHP) × Fixed Rate per kW × Billed Months
  • Energy Charges (EC): Computed using a telescopic slab methodology, where units consumed are apportioned across progressive rate tiers.
Energy Charges = ∑ (Units in Slabi × Slab Ratei)
  • Electricity Duty (ED): A statutory revenue levy under the UP Electricity (Duty) Act. Domestic supplies are charged at 5.0% of net energy charges, while commercial/non-domestic installations are charged at 7.5%.
Electricity Duty = Net Energy Charges × Applicable ED Rate
  • Fuel & Power Purchase Adjustment (FPPA): Reflects quarterly variations in utility fuel and power procurement costs approved by UPERC.
FPPA Amount = Net Energy Charges × FPPA Percentage
  • Late Payment Surcharge (LPSC): Interest applied to unpaid overdue balances.
LPSC = Outstanding Arrears × 1.25% per month (or flat 2% per UPERC schedule)

2. Approved Tariff Slab Matrix (LMV-1 & LMV-2)

Supply Category Sanctioned Load Tier Monthly Fixed Charge Consumption Slabs Rate per Unit (₹/kWh)
LMV-1: Domestic Urban (Metered) Up to 4 kW (Standard Residential) ₹110.00 / kW / month 0 – 100 Units ₹5.50
101 – 150 Units ₹5.50
151 – 300 Units ₹6.00
Above 300 Units ₹6.50
LMV-1: Domestic Rural (Metered) Residential Rural ₹50.00 / kW / month 0 – 100 Units ₹3.35
101 – 150 Units ₹3.85
Above 150 Units ₹5.00 – ₹5.50
LMV-2: Commercial / Non-Domestic Shops, Offices, Commercial ₹330.00 / kW / month 0 – 300 Units ₹7.50
301 – 1,000 Units ₹8.40
Above 1,000 Units ₹8.75

3. Step-by-Step Worked Numerical Example

Worked Example: Domestic Urban 2 kW Connection with 280 Units Consumption

Input Parameters: Category = LMV-1 Domestic Urban; Sanctioned Load = 2.0 kW; Consumption = 280 Units; Billing Period = 1 Month.

Step 1: Calculate Fixed Demand Charges:
2 kW × ₹110.00 = ₹220.00

Step 2: Calculate Telescopic Energy Slab Charges:
• Slab 1 (First 100 units): 100 × ₹5.50 = ₹550.00
• Slab 2 (Next 50 units): 50 × ₹5.50 = ₹275.00
• Slab 3 (Remaining 130 units, out of 150 capacity): 130 × ₹6.00 = ₹780.00
• Total Energy Charges: ₹550.00 + ₹275.00 + ₹780.00 = ₹1,605.00

Step 3: Calculate Electricity Duty (5%):
5% of ₹1,605.00 = ₹80.25

Step 4: Compute Current Bill Total:
Current Bill = Fixed Charges (₹220.00) + Energy Charges (₹1,605.00) + Electricity Duty (₹80.25) = ₹1,905.25

4. Understanding Excess Demand and Minimum Charges

  • Excess Demand Surcharge: If your Maximum Demand Indicator (MDI) exceeds your contracted sanctioned load by more than the regulatory tolerance, an excess demand charge is levied at twice the standard fixed charge rate on the exceeding capacity.
  • Minimum Charges Threshold: If consumption during a billing cycle is very low or zero, the total of fixed and energy charges cannot fall below the statutory minimum charge specified for that category.
  • KVAh vs KWh Billing: High-tension and large commercial consumers are billed on apparent energy (KVAh). Maintaining a power factor close to unity (0.95–1.0) using capacitor banks minimizes apparent energy charges.

5. Dispute Resolution for Provisional or Erroneous Bills

If your official bill shows estimated codes such as IDF (Identified Defective), ADF (Appeared Defective), or CDF (Ceiling Defective), the bill has been generated on average historical consumption. Consumers are advised to:

  1. Photograph the physical meter display showing both cumulative kWh and MDI.
  2. Register a formal complaint through the UPPCL 24/7 toll-free helpline at 1912.
  3. Visit the local Sub-Divisional Officer (SDO) revenue billing counter with the meter photograph for bill revision.
