Uttar Pradesh Power Corporation Limited is currently routing all applications for new connections through its fast, transparent online portal JHATPAT. It is a single-window online solution.
Categories that can apply through the Jhatpat Portal:
- Domestic Connections (Category LMV-1): All Load
- Other Connections (Up to 20 kW): Commercial, Industrial, Institutional, Electric Vehicle Charging, Temporary Connection
For Connections Above 20 kW
For connections above 20KW pertaining to commercial and industrial category, the applicant must apply through Nivesh Mitra portal - https://niveshmitra.up.nic.in/,which is again a Single Windows system made to streamline all NOCs and permissions at one single window. It is run by the State government and is linked to various department portals seamlessly.
Documents required before applying for a new connection:
- Passport-size photo of the Applicant
- Identity Proof: AADHAAR card, Voter ID, Driving License, or PAN card along with your photograph. At present, you can also authenticate through Aadhaar-based E-KYC.
- Proof of Occupancy/Ownership: Latest house tax receipt, Registered sale deed, Latest house tax receipt, Rent agreement along with an indemnity bond or a consent letter from the landlord. Also, in case of Village area connections, Gram Pradhan Certificate along with Niwas Praman Patra is taken as Proof of occupancy.
- B&L Form / Personal Declaration:
- For domestic connections, a personal Declaration is sufficient, which the Jhatpat portal generates automatically. Only details of all the electrical appliances and their load at the premises need to be given.
- For all categories except domestic, a B&L form prepared by a licensed contractor from the Electrical Safety Directorate, U.P., is mandatory; you can obtain it through the local substation.
Registration
First, you need to register on the official Jhatpat website portal. The registration is free of charge.

During registration, you will need to provide the following details:
- Applicant's Name
- Email ID
- Mobile Number
Note: All further communication will be through Registered Mobile Number(RMN), so it is crucial to provide your own mobile number. Once the registration process is complete, your User ID and Password will be sent to your RMN via SMS.
Filling the 7-Point Application and Uploading Documents: It asks simple things regarding your Premises, load, along with Personal info. Fill the application and upload scanned documents which you have kept with you.
Paying the Processing Fee
Once all 7 points of information are filled with declarations and enclosures, it is mandatory to pay a non-refundable processing fee online. Payment can be made via Net Banking, Debit/Credit Card, or UPI. The application is not considered complete until this fee is paid.
Note: Double-check all filled information before paying Processing fees since all this info will be migrated to the Billing System after connection and will be shown on the bill.
Post-Application Procedure and Timelines
Paying the processing fee doesn't mean the connection is approved. It initiates a multi-step process.
- Verification and Inspection: The department official will review your documents, and a site inspection will be conducted to create an Estimate of cost if all documents submitted are OK. In case of any discrepancy, the official will raise a Query via the portal, and you'll be notified via SMS. This Query procedure can be done before or after the site visit, depending on the type of concern of the official. If any query is raised, the applicant has 15 Days to respond to it. After 15 days, the application will be rejected.
- Payment of Estimation Cost: Estimation cost of application will be notified through the portal and SMS. Applicant must pay this amount online within a specific timeframe: 7 days if no network extension is needed, and 90 days if a new line or sub-station needs to be built. Failing to pay on time leads to the cancellation of the new connection application.
- Meter Installation: After the estimation cost is paid and any required NOCs are submitted, Dates for meter installation are to be chosen by the applicant on the portal. On the date chosen, the meter will be installed ideally, but this can be done based on site conditions.
Things to do to avoid Rejection after applying:
- Monitor the application actively; when a query is raised, only 15 Days are given to respond. If Unsatisfied with the response, the Department can reject the application, though in rare cases this happens.
- In case of Commercial/Industrial Connections, NOCs from Vidyut Suraksha Nideshalaya are required along with the B&L form. Though this is required before energization, it is good to have it beforehand and upload it along with the B&L form. If not given, at least the Challan fees receipt must be uploaded.
